Mais sans donner plus d’explications, le Conseil Supérieur (BoG) persiste à refuser d’envisager ne serait-ce qu’une étude indépendante de faisabilité pour les deux possibilités!

How will the "vertical option" affect you and other officials working in your institution?
1. The proposed Mamer site is some distance away from the Kirchberg location where EU institutions are situated. Luxembourg is not a major city like Brussels with a highly-developed transport infrastructure. Older children can travel using the public transport system (although this would need significant investment to cater for the increased volumes in Mamer area). However, particularly under the proposed vertical split, a difficult twice-daily cross-town journey will be required for many families of younger children.
2. The work/life balance will change for many families. For families delivering children to Mamer it will be virtually impossible to simultaneously respect both school opening hours and EU office hours. In consequence, staff with children will have to consider moving to reduced hours – with the risk of a consequent reduction in output of the institutions.
3. This burden may be unequally distributed: single parents, parents whose spouses are unable or unwilling to adjust their working hours (and there are typically more mothers than fathers who can be seen on the morning and afternoon school run), nationalities without the lobbying skills/power to ensure location on the Kirchberg site (including those in the English/French/German sections who are allocated to Mamer). The consequences in terms of staff motivation are clear and worrying.
4. Additional car journeys to/from Mamer will generate significant environmental problems whose cost will be borne for years to come. These costs are more likely under the proposed vertical split than they would be under the horizontal option.
5. All-in-all, the former attractions of Luxembourg as a place to live and work will continue to decrease relative to Brussels – for families with and without children. As it becomes harder to recruit top quality staff, a vicious circle of cumulative decline will be created, both in terms of quality and quantity of work able to be undertaken by the EU institutions, and in terms of the social and economic contribution to the Luxembourg society.
6. The vertical split will reduce the quality of educational opportunities open to pupils and will by definition reduce the degree of interaction between language sections – and the vertical split may even be a more expensive option. It will involve duplication of special-use facilities for smaller children. It will be necessary to construct and staff after-school care facilities in Mamer. By contrast, under the horizontal option only minor costs would be necessary to adapt existing buildings on Kirchberg for use by younger children.
But without adequate explanation, the Board of Governors persist in refusing to even consider an independent feasibility/desirability study into the alternative!

Aber ohne angemessene Erklärung weigert sich der Oberste Rat bisher, den Auftrag für eine unabhängige Machbarkeitsstudie als Alternative auch nur in Erwägung zu ziehen!
