3. Location: Area: 9,615 sq. km. Population: 357,400 inhabitants (2003) Capital: Kontum Town. Districts: Dak Glei, Ngoc Hoi, Dak To, Kon Ray, Kon Plong, Dak Ha, Sa Thay. Ethnic groups: Viet (Kinh), Xo Dang, Ba Na, Gie Trieng, Ra Glai, etc. Kontum province lies in the Central Tay Nguyen Highlands and shares a border with Laos. Kontum is 49 km from Pleiku, 198 km from Qui Nhon, 246 km from Buon Ma Thuot and 436 km from Nha Trang. More than 50% of the population of Kontum comprises minorities such as the Xo Dang, Ba Na, Gie Trieng, Brau, Gia Rai and Ro Mam. Economic opportunities: agriculture.
4. Brief statement of the problem to be addressed:
The proportion of poor households among the ethnic minorities is 47%, compared to 9% among their Kinh counterparts. The ethnic minorities live in clusters in the forest or at the valley edge in very poor infrastructure conditions (electricity, road, fresh water, irrigation and health care services). The hamlets are far from each other and from local authority offices. Livelihoods are based on agricultural production but productivity is low. The people have very limited agricultural skills and no money to invest in their land. Their entire agricultural production is insufficient to meet their own domestic consumption. The area is very poor; more than 91% of people live below the national poverty line (US$ 13 per person per month).
The ethnic minority populations have the lowest proportion of children who attend school and illiteracy is high (40%). The material basis of the schools and classes has fallen (by 80%) and there are insufficient staff and teachers. There are major difficulties facing education and training in Kontum. Ethnic minority students living in villages have to walk between 7 and 40 km to school. There are no boarding schools at the commune level. Sending children to the only boarding school in the district is beyond the financial capacity of the villagers. Families cannot afford the additional cost of studying away from home.
Aware of these educational difficulties and inequalities, SPC Danang has developed a network of four ethnic minority boarding houses in the three provinces of Daklak, Gia Lai and Kontum, which each year receive more than 305 ethnic minority students between the ages of 6 and 18, who will go on to become important players in local socio-economic development in the future.
The boarding house in Kontum for ethnic minority students has admitted 60 children (6 to 18 years old) from 1st to 12th grades with no distinction made according to social class, ethnicity or religion. Nearly all of them are from Kontum province but there are some from Gia Lai province too. Ten boarders are currently studying at college. SPC Danang provides free board, lodging, study aids and some modest financial assistance. The boarding house also offers vocational training courses in two professions: computing and sewing. The aim of this project is to provide computers and sewing machines to help meet the vocational training requirements of ethnic minority students and students and to provide them with clean water.
5. Target: The target population is all the ethnic minority inhabitants in the project area. The direct beneficiaries are 60 ethnic minority students at the boarding house in Kontum.

7. Project background: The only resources for the boarding house in Kontum come from the convent of the sisters of St Paul of Chartres in Danang, but they are unable to cover all the costs.
8. Goals and objectives:
Goals: The main goals are to enhance the overall ability of ethnic minority students, including academic competence, self-confidence and commitment to serving the local community and to help make them better prepared for the challenges to be faced after graduation.
Objectives: - To improve the facilities of the computer and sewing courses at the boarding house; - To provide ethnic minority students with skills training in order to improve their job prospects; - To provide a clean water system for the boarding house.
9. Checking and validation:
Evaluation is carried out in the following ways:
Self-evaluation by each student every term.
Annual progress report submitted by each student.
We will submit a project report at the end of the 2007 financial year, which will be funded by donors.
We will keep detailed, accurate and complete records of all expenditures made from the donor’s grant, and participate actively in the evaluation of project activities during the training course in 2006 and 2007.
Receipts will be provided for all the equipment, as well as a detailed report on the training results of each student. We will also provide an update report detailing the actual progress of the project.
