Equipments for a school of illiterate children in a village Binh Phong, Quang Nam province

3. Location:

Quang Nam province consists of two towns: Tam Ky and Hoi An and 6 plain districts: Dien Ban, Duy Xuyen, Thang Binh, Nui Thanh, Dai Loc, Que Son and 6 mountainous districts: Tra My, Tien Phuoc, Hiep Duc, Hien, Giang, Phuoc Son with the population of 1,366,177. The land area is 10,708.60 km 2 . Population density is 127.6 people per km 2 .

Quang Nam Province is located in the middle of the country, 860 km south of Ha Noi Capital and 865 km North of Ho Chi Minh City.

4. Brief statement of the problem to be addressed:

This region is one of the poorest and most underdeveloped in Vietnam .

Most households live by animal rising and farming rice, however harsh weather conditions and lack of arable land contributes to serious food shortages for 2-4 months a year. Poverty is severe. Hunger and poverty have taken their toll on the region. The result is an increasing number of seasonal droughts, flooding and erosion.

The province lacks the resources necessary to improve the quality of life for those most in need of help while the economy is being developed. Limited access to health-care, inadequate sanitation and a lack of clean drinking water results in many people suffering from preventable diseases, like malaria, malnutrition and diarrhoea. Many children are forced to drop out of school early to help support their families. In the village Binh Phong, the percentage of illiteracy's group over seven years of age is 30 per cent.

The convent of St Paul of Chartres in Danang provides for some of this urgently needed assistance. It does this by working directly with the poorest of the poor by providing practical help. The convent has set up illiteracy classes for poor children, who live in Binh Phong, one of the remote villages. They can learn basic reading and writing skills. The convent is able also to offer a lunch program to 60 poor school children where mid-day meals are distributed. The latter has meant that afternoon classes can now be attended without the nagging distraction of hunger. However the Binh Phong's school is still under resourced, lacking essential equipment like desks and chairs.

The target is 140 poor and illiterate children and adolescents in Binh Phong's area.

7. Project background:

The only resources for the boarding house in Kontum come from the convent of the sisters of St Paul of Chartres in Danang, but they are unable to cover all the costs.

8. Goals and objectives:

Goals:

The main goal is to address the local people's poverty-related needs, while improving their capacity to make positive changes to their own communes and hamlets.

Objectives:

- To provide the provision of essential equipment such as boards, desks and chairs, provides safe and effective learning environments for school children.

- To give poor children the chance for further develop their co-ordination and literacy skills.

9. Checking and validation:

Evaluation is carried out in the following ways:

We will submit a project report at the end of the 2007 financial year, which will be funded by donors.

We will keep detailed, accurate and complete records of all expenditures made from the donor's grant, and participate actively in the evaluation of project activities during the training course in 2006 and 2007.

Receipts will be provided for all the equipment. We will also provide an update report detailing the actual progress of the project.
